Erich Blume 3750428b58 Fix ArgoCD apps app permanent OutOfSync 
Remove `group: ""` from ignoreDifferences in tailscale-operator and
tailscale-operator-ringtail — ArgoCD normalizes away the empty string
field, so the live state never matches git.
