Review why-gitops doc: fix wiki-links, accuracy, add last-reviewed

- Fix misleading [[tailscale|Pulumi]] link → [[pulumi]]
- Simplify [[ansible|Ansible]] and [[argocd|ArgoCD]] to plain wiki-links
- Rename "Tailnet" layer to "Network" to reflect Pulumi's full scope (ACLs + DNS)
