Erich Blume f654c57e95 Upgrade ntfy v2.17.0 → v2.19.2 ... Update container build definitions (Dockerfile + Nix) for ntfy v2.19.2. Adds subPackages constraint to Nix build for new tools/loadtest module. No breaking changes — main additions are experimental PostgreSQL support and web push race condition fixes.
