Update container build definitions (Dockerfile + Nix) for ntfy v2.19.2. Adds subPackages constraint to Nix build for new tools/loadtest module. No breaking changes — main additions are experimental PostgreSQL support and web push race condition fixes. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
