Update restart-indri docs after power outage recovery

Simplified startup procedure to match reality: most services autostart,
only Amphetamine, AutoMounter, and minikube need manual attention. Added
minikube tailscale serve port fix step. Added Anker SOLIX F2000 UPS to
indri specs.
