C0: CLAUDE.md — import AGENTS.md instead of redirecting to it Claude Code only auto-loads CLAUDE.md. The prose shim told agents to go read AGENTS.md, which is easy to skip. Replacing the shim with `@AGENTS.md` inlines AGENTS.md content into the session prompt, so the startup rules (ai-docs, blumeops-tasks, change classification) land in context unconditionally.
